Illusion of Motion

Arrested action- An action that appears to be stopped. A deceptive stillness.

As you can see with the helicopters, they appear to be in a state of stillness. Even though you can tell they are in the air flying.

In the image above, you can see where the horse is going and where it came from due to the blurring of the legs.

As you can see in this image, your eyes anticipate the movement of the soldiers as they are about to march into battle.
